Haha. I'll give you the 4th Mizukage, but even then it was still Tobi who was controlling him and I don't know many people (non-Uchihas) who could resist his Sharingan/genjutsu.

Aside from that, we've never met the 3rd Mizukage. The 2nd Mizukage was a beast who took on both Gaara and Onoki.

Kakuzu!
First, she'd have to kill him FIVE times! Even Naruto's RasenShuriken only took out TWO hearts! And it destroys one at a cellular level! Such a powerful justu only took out TWO hearts!

Mei will have a hard time destroying all 5. Not to mention Kakuzu was literally owning the sh!t out of Kakashi and Yamato. He has an Iron body, which means one punch could knock you out. His threads are FAST, and can aim straight for your heart.

Mei has been shown to use her jutsus on a LARGE scale, but Kakuzu's combined elements covers a range just as large if you ask me.

In the end, Kakuzu will end up having 2 Kekkei Genkais when he defeats Mei.

Mei hasn't much of a chance.

Both are very skilled when it comes to elements, in fact they can even use the same amount of manipulations, but the difference is that Kakuzu's techniques have a wider scale and he has four hearts. Doton: Domu would be hard to penetrate for Mei, judging by what she has shown so far. Kakuzu's experience is also way ahead.

Naruto won at that time cuz of plot no jutsu. Kakuzu who was smart during his fight before that, even able to see through Shikamarus plan by hiding his heart on the ground here:

Also Naruto didn't defeated Kakuzu all by his own. He only took him 2hearts. Kakashi took him 2 and Shikamaru one. Further more, i also think Naruto was capable to beat Mei even at that time. Don't underestimate base Naruto. A clone from base Naruto was fast enough to force Madara to protect himself with a Susanoo here:

So even base Naruto is strong. I even think that in base mode he has some advantages that he doesn't have in SM for example. You can see that SM Naruto was not capable to beat Deva for example. But he did it in base mode cuz he could overwhelm him by using a lot of clones, what he can't do when he is in SM mode.

For Kakuzu he is strong. Don't underestimate him. He was the one who was choose to fight Hashirama, the monster. Even if he wasn't as strong as Hashirama, if he was choosen to fight him, that means he was strong, really. And what's really funny is that at that time, he only had 1heart and 1affinity. That means he hadn't advantages and experience he now.

I seriously think Mei is overestimated cuz she is a kage. The title kage doesn't mean you can't be defeated. Just see Deidara who defeated Gaara when he is not even the strongest in his village. The same goes with Konoha or Kumo. There are too much strong ninjas there, that it's much more difficult to become Kage in these villages than in Suna or Kiri where there are not strong ninja at all, and makes it easier. In Suna for example, beside of Gaara, who could have been a strong Kazekage? The same with Kiri. All 7swordsmen died, except from Zabuza and Kisame who where nukenin. Chojuro was baby like. And the others in this village are not that strong.

Also It's clearly shown that the youngest ones are surpassing the oldest ones.
I even got doubts if Hashirama or even old Madara could easily beat Sasuke...
I state it bcuz Hashirama's fight against Madara didnt amaze me... It was just like a simple fight...

Mei hasn't shown anything that can handle 4 different elemental hearts attacking her at once, she can't handle the pressure. If she got cought by Kakuzu's tentacles the mei will die. She has no defence

kakuzus better in close range because of his black threads able to restrain even kakashi. meis best long range attack is acid mist but thats dangerous for her too and it wont kill kakuzu 5 times.
kakashi team 10 and naruto combined barely took out the hearts while all almost dying.
