Seriously, it means "by plot."
For example - "Tobirama would have killed the 20 fodder ninja if not for plot."
Can be rewritten as
"Tobirama would have killed the 20 fodder ninja if not for plot-no-jutsu"
We just use the term because it is more suitable for Naruto-fans. U_U

Plot no jutsu is a term/jargon that many fans of Naruto like to use. It's usually used when a character wins a battle which he shouldn't have in the manga.

For example, if we see a battle in the manga where Tenten beats Madara, then that's considered "plot no jutsu", because everyone knows that Madara > Tenten. Yet, Kishi still decided to have Tenten win because that's how he wants the story to progress.

Battles like these in the manga are considered as "plot no jutsu".

EDIT: oh, and btw, I know Tenten never beat Madara in the manga, but I'm using this as an extreme example to show how "plot no jutsu" works. So please, no "wher did diz happenz in manga" posts please.
