Mizukage for being much more skilled with Jutsu.

All you see Tsunade do is heal and punch things. C'mon? She honestly isn't that fast either. You can heal all you please, but can you punch through lava? I don't think so.. IMHO, The kages are pitiful with the exception of Raikage and Mizukage. You would think that the more time progresses, the stronger the shinobi became. As we can clearly see, they are indeed weaker. Kakashi was a better Hokage than Tsunade.

Raikage A is weaker then his dad, mizukage is the weakest Mizukage of them all.Gaara and Tsuchi> all current kage.

Tsunade Regeneration, Evasion, Goku strenght > Mei.

Tsunade with difficulty. She can tank through Mei's distance attacks. She can attack Mei from afar by making rubble then throwing it at Mei. Up close in personal Mei stands no chance
