It depends on what you mean by strongest really. In terms of cutting power, wind is most likely the strongest out of the two. In terms of destruction power, then I'd say lightning.

Well in what specific scenario? If you are testing the weapon out on two different dummies, it depends on what effect you're aiming for. Wind will leave the target immobile and leave them microscopically ripped to shreds through damaging the nervous system. Lightning will leave them paralyzed and induce numbness to the stricken area. If the two weapons are going against each other, wind is stronger. Fire>Wind>Lightning

Lightning electrify (burns) & causes paralysis

Maybe... Adding lightning element to rasenshuriken will makes it move a lot faster than the original.
So its almost impossible to dodge or counter the attack. When it hit the target, well maybe you have already got the idea.

Maybe,in addition, when it hits the target. It also creates electronic shock around the destructive sphere that could harm anyone near it.

Lightning since it burns and cordorizes, which will stop the bleeding. Wind as seen here and as said by asuma says wind is the strongest and in mid range you cant really change that. We dont see to many ninja's with wind style since it is rare. It cleanly cut leaving the victim to bleed to death without a med nin. Also causes internal damage.

Boil release is an example of weak and strong natural element. They do not cancel each other.

There will be difficulties to master it because its not as easy as boiling some water. But when its done it will become one genuine tech.
