If you have EMS up, you need to switch to Rinnegan to use the Rinnegan functions. This is proved by Naruto, Madara literally had to switch eyes in order to absorb the attack.

But if you have up Rinnegan, you dont need to switch "down" to EMS to use their techniques. Same as the sharigan, in MS you can use all the normal sharigan techs but to use MS techs you need to "switch eyes" to use them. Hope this helps

Idk, i guess he would have to switch because rinnegan can't use sharigan powers, so i guess he just goes back and forth, wonder if it hurts his eyes to do that
