My top 5 list of characters with large chakra supplies:
1- Current Kabuto, unlimited nature chakra (infinite Sage Mode)
2- Naruto, even without Kyuubi his chakra is huge, he creates hundreds of clones with his normal chakra, when Kakashi said he can't create more than four. (or something like that)
3- Kisame, with his sword Samehada he is a tailless beast, Nagato commented on that saying he has the largest chakra supply in Akatsuki.
4- Nagato, doesn't need an explanation, his chakra supply is of the highest level, possibly a close second to Kisame's level.
5- Tsunade, her chakra level is underrated, with her large supply of chakra she helped the injured people in the whole village to recover with the help of her slug summon, in the invasion of Pain.

What he in fact said, and I believe this is a direct quote, "You have large chakra levels, even for Akatsuki."

This implies only that every Akatsuki member has high chakra levels, and that Kisame has some of the highest in the group, not the highest. I believe Nagato has more chakra than Kisame.

That might add to her chakra levels but she still has really high chakra levels. She is a Senju and a Kage. I defy anyone to find me a kage that has low chakra levels. It is like some sort of requirement.
