Probably Hiruzen, although Raikage is no pushover. With his ultimate shield and ultimate blade, he's got so much raw power.

But Hiruzen would probably win because he's the professor. He knows all of Konoha's techs, so he'd probably use shadow imitation or something to catch Raikage.

IMO Hiruzen hasn't shown any jutsu that would hurt the Raikage if he could tank an FRS and fight on the same level with a tailed beast. The best I could see Hiruzen doing is making a draw by using the RDS but even that is unlikely.

the raikage has crazy strength that can fight a full powered bijuu hiruzen dosent have any techs that can even scratch him but he could use the reapers death seal but i doubt he will get a chance to use it before the raikage kills him.

pretty close, hiruzen being the profesor of jutsu & raikage being as tough as nails.. IMO 3rd raikage takes this becoz i dont think hiruzen has the the offence to pierce the raikage. high dif.
