1.Yes it does, it uses chakra allowing a ninja to move short to long distances at an almost untraceable speed.
2.No it doesn't, but you could go around the wall xd
3.It depends on the user's skill.

ok 1 : i dunno maybe if you want to make it an overkill body flicker which i'm assuming BM naruto used to deflect the bijuu dama. Hence he hasn't learnt any s/t techniques.

2: If your some OP character eg: raikage hes just to boss to give a f*ck about a wall why not save him some time and go right through

3: Depending on the user and chakara consumption is my guess sine body flicker is basically high speed movement

1) Yes it does use chakra.
2) Body flicker is only high speed movement, so no it doesn't go through walls.
3) The longer the distance the user wishes to travel, the more chakra he/she needs. Of course I don't think someone can go from country to country with body flicker alone so there must be limits.
