Even Madara himself admited that his brother is dead, so those theories that izuna is tobi wouldn't make sense...

I think its obvious Tobi is not Izuna. Madara is basically dedicating his actions to brother. His brothers death is basically fueling his hatred and his motivation to complete his goals.
