hmm. good question...he started early because he didn't have anyone to take care of him?
I wondered as well how it is that Naruto graduates at the same age as Sasuke while he redid his exams various times.
Maybe it indeed is because he started early, but a flashback clearly shows Sasuke and Naruto sparring when they are younger and not even near the exam. So that would mean the whole year repeated the exam various times because they are all practically the same age as Naruto. Strange thing is that we know of the others that they passed their exam from the first time.
I think it's indeed a stupid mistake that Kishimoto-sensei looked over. He probably wanted to show how clumsy and what a class idiot Naruto was, but in doing that he really messed up with the facts.

errr, who says there is only one exam per year??

maybe he did retest multiple times... ?
But then the question rises: if there are multiple exams in one year, why didn't the others pass sooner then? If there are multiple ones, Sasuke and Sakura and the rest would have passed from the first time and not after the x th time with Naruto.
Most logical answer would probably be that Kishimoto-sensei screwed up with that one I think ^^;

I have always been curious about this to, but I agree I do think that Masashi Kishimoto just has a few flaws in the story that he just tries not to bring attention to anymore...maybe in the hopes we'll overlook them xd hahaha. Or maybe he had it were it worked with Naruto failing the exam 3 times but as he worked on the story found another way to take it but it was too late to change it....hmmmm
