Are the Bijuus stupid without hosts?

Are Bijuus stupid without hosts?
When Tobi and Deidara fought Isobu, Deidara claimed that Bijuus need hosts to guide them and make them smart, or something like that.

Then, Madara trashed Kurama and stated that Bijuus need humans to guide their power.

Or are they still smart?
In Kurama's flashback about the Sage, Kurama even started crying. So the Bijuus obviously understood his words, and apparently they've had names since they were first "born." So how can they be "stupid," or needing humans to guide them? Because Isobu sure looked pretty dumb against Deidara and Tobi..

I feel like it doesn't matter, all they need is their TBB. Lol. But anyway, when Minato released the Nine Tails from Tobi's power it just started going on a rampage, your theory seems plausible but it lacks much proof.

They are not stupid. They just act like other animals, but Bijuus have different personalities. Such as Kurama just being pure evil. And they can't use their powers to the fullest.

they seem smart for example gyuki/eight tails is one example. but they seem to resent humans a lot through their experience and they have tendencies to go wild making them not use their powers to their fullest
