Of course Twister Shot can be used short range lol. You release the stream of wind from your mouth, hence it goes through short range. In only says midrange, but you can assume it is also short range. Same goes for jutsus that only have long range. Most of them go through mid-range as well. All in all it does depend on what jutsu you are dealing with.

This one also requires a series of hanseals *Shows you the handseals*. Now focus on your chakra and perform the handseals to amplify your chakra. Then I want you to exhale wind from your mouth that will split the wind jutsu I send towards you in half and get blown back at me.
