bio question

Are there any requirements to make a Jugo bio..like a certain amount of posts or months as a member??

so like, when you want to use a already existing bio, there are requirements for it?
damn its been like 2 weeks and i still havent figured out anything about the bios nor about how to learn jutsus or anything about the battle arena fights and how to fight!!! and i'm still trying to find out or altealst know where to start..

sometimes i just go to the battle arena and just watch some cool fights
