In your opinion what characters actually got better in part 2?

characters are supposed to get better overtime however some characters got kinda useless and unimportant in part 2 for example neji

sakura obviously (vast improvement), ino, naruto obviously, kabuto, 1st hokage, 2nd hokage, orochimaru (in terms of power he was more threatening in part 1 but in part 2 we learn he had a hand in everything and knew everything).

Sakura for sure, Sasuke and Naruto (they've shown vast improvement) and definately Neji

Team 7, including Kakashi, Shikamaru, you can't say Neji hasn't improved because he is now a jounin, basically everyone from k11 improved, but we haven't been shown enough to actually realize. (Team Guy, for example..not including Guy, he's a champ)

you see i like neji but what does he do in Naruto now nothing he helped during the save gaara arc and now all he is doing is generic fighting in the war

His jutsu got better, and he took down a so called "immortal" by using a good strategy.
