No he didn't. What you're thinking of is when he said he needs someone else (Sasuke) to "synch" with Gedo Mazo since Nagato could no longer do it seeing as he's dead.

Tobi is rather weak on his own. And he can only use Izanagi twice, which is only about as useful as a surprise, and even then the two you're talking about have defenses to use while Tobi has...nothing, other than Izanagi and his Teleportation technique.

I'm pretty sure that Nagato became in that condition after summoning the Gedo Mazo because it rammed chakra rods into his back and used his chakra to sustain itself. When Tobi uses it that doesn't happen to him. I think this is because Tobi gave it the chakra of tailed beasts to sustain itself where as when Nagato summoned it for the first time it didn't have that chakra so it used Nagato's instead.

You do realize that his "Ghost Mode" is his Teleportation technique right? Which I noted. And the only technique that we know that Tobi actually knows from the Rinnegan is the Human Path's Soul Removal.

Dude the Ghost mode is Intangibility. You are thinking in the same way that Sakura was thinking back then.

I guess Konan clarified his ghost mode in 510-511.
