No... Tsunade defeated him with a single punch after fighting a full battle and overcoming medical disability with sheer will power.
Jiraiya really wasn't performing at optimal level considering he was at 30% of himself. Beyond that he really didn't use any jutsus against Oro his attacks were moreso against Manda.

overall skill an power itachi has oro beat remember dat. as if itachi has to give them time to summon anything if they do summon something he will just take control of it useing sharingan.
