he TRIED using it on mifun. but as I said before, the power of the eyes came back at the point where he took Karin as hostage. IMO he could have at least tried to use it on Tobi when Tobi was about 4 feet away facing him directly.

I think that jutsu takes some time to prepare becoz if danzo could have used that jutsu in the first place on sasuke and made him kill himself so it was obviously plot no jutsu
The seal doesn't activate until death and Tobi was about 10 yards away at the point of activation of the seal. I think Mifune was around the same distance but Danzo was so close to death and had so little chakra I doubt he could control the MS. Remember he had to have Hashi's cells to control all of the sharingan. KA has to be high level, high chakra technique just like any MS technique.
It took time since then Kage summit for him to use KA and his eye didn't recover until the very end of his fight Sasuke around the time he took Karin hostage.
Nah Tobi never intended to use it on Sasuke. He was saving Kotoatsukiomi for Tobi. My question is why he didn't use it when he came so close.
at least he could have tried using it. imagine danzo uses KA and dies like how kakashi died after using kamui. and then Kakashi and Naruto arrives at the scene only to find out Sasuke and Tobi going at each other in full speed.
Ha that would have been awesome but it wasn't meant to be. If you absolutely need an answer as to why he didn't use it then he was to close to death to activate MS. When Tobi was close to him, the seal activated and that seal activates at death so he was literally dying at that moment.
