Your basing this on one speech bubble from a Toad Sage that was translated from another language.

The sage is talking about Sasuke, not Tobi.

Why else would Naruto answer so affirmatively to the Sage on the same page? He knows what Sasuke has become and what he needs to do about it.

He definetely has Zetsu merged within his body, notice when he fights Minato and his hands rots down literally, it's replaced later, then when he fought Danzo's 'bodyguards' he cut down his arm, and it was the same material as Zetsu..
In the 'present' he has 2 arms again.
Anyhow in the anime (NS 220), the Elder Sage says "Then you will battle a young man, wielding power in his eyes. And then.. -Yes, I understand"
And also he ask "who HE is" in the anime, not 'what it is', though nice that you noticed that.

No, I'm afraid not. You claim Tobi is human and yet he possesses two arms and legs, a head, a pair of eyes, ears etc etc.

Even if he isn't human then what is he, Zetsu (strongly suggested in the manga)? Even Zetsu possesses some human-like features like the ones I listed above.
