Yes Byakugan can predict movement, why do you think Kakashi said "when it comes to insight, it surpasses Sharingan" The Byakugan can't copy movement. That's the advantage to Sharingan.

Then it comes down to Chidori vs Rotation, which is mostly up to the person's opinion. Know that Neji was caught off guard by a blind-side despite having 360 degree vision and had to resort to rotation versus Naruto. If he goes CM Lvl2, than he has an even stronger version of Chidori and his wings can partially defend him (gentle fist MIGHT work to hurt Sasuke's internal systems through the wings, but closing chakra points won't really do anything). Plus the wings give him more flight mobility.

He knew that he was a potential combatant though(in the future matches), and had Kakashi train him.

The one who knows much about the other here is Neji. Sasuke had never seen Neji fighting and even Kakashi has not seen when Neji did "rotation" or "64hits" against Naruto. Don't also forget that Kakashi only trained him to fight Gaara, not Neji.

I thought he was in the hospital after his fight with Naruto? And just because Neji won against Lee doesn't mean he's faster than Sasuke/Lee. Sasuke isn't only using speed and taijutsu like Lee either, he has actual ninjutsu like Chidori to use. Plus that doesn't include the Curse Mark speed increase (at least level 1 speed)

Neji was able to beat Lee. With logic, this implies Lee without his weights. If Lee's natural speed (no weights) was enough to defeat Neji, then he wouldn't have needed 5 Gates and Ura Renge up his sleeves.

Neji wouldn't have much trouble keeping up with Sasuke. Neji cannot be surprised with his ~360 degree vision and a clean hit with Jyuken is a killshot. Even if Neji doesn't get in a clean hit, a few knicks from Jyuken in the right places can compromise Sasuke's chakra network. Sasuke is a ninjutsu specialist. If Sasuke's chakra network gets compromised, then it is over for Sasuke.

Neji wins this.

So what?? Sasuke doesn't use kage bunshin or other feints when he fight. And no, taijutsu is Neji speciality. Neji is fast(just see how quickly he did 64hits to be sure of it). He has Byakugan to see almost everything and rotation to protect himself. Sasuke couldn't win

He uses things like Katons, ninja tools, etc. to corner his opponent though. This is perfect to let him get a Chidori in. Sasuke not only evolved his Sharingan to the point where he was getting smacked around to not getting hit at all, but he also wasn't even using the Curse Mark at that time. The curse mark, even at it's debut on Sasuke, clearly showed how fast it made him. That's why I said that it's Chidori vs Rotation from the beginning. It's not like I'm expecting Sasuke to out-do Neji in taijutsu.
