Why do the villains seem..non villainy?

I think they messed up with the "villain" attitude of the end-game villains, we dealt with Orochimaru all thru part 1 and half of Shippuden..in my book Orochimaru was the best villain and his death was lame and unfitting of his glory..the top tier villain in all of villainy goes to...

OROCHIMARU

Orochimaru is the top tier villain in Naruto, and the ending they gave him was pathetic, he had been the main bad boy for such a long time..and without Orochimaru...we would not have

Best Villain means is not More Powerful. And Orochimaru is the best/worst villain in this Manga. He is always doing something in some situations. Where is evilness he was there somehow. He died pittyful but he is still there i believe Orochimaru will gain/capture Kabuto's Body and being complete Sage. Orochimaru more badass than Tobi or Madara. But not powerfull like them. Just Evil.
