How can Sharingan transform in Rinnegan?

I'm quite curious about this because Tobi mention that the final stage of Sharingan is Rinnegan.
How does Sharingan transform to Rinnegan? Another transplant or a hidden jutsu?

I have a theory that Once you have the EMS you have to Transplant a byakugan in and it will fully form

You need to have the Eternal Mangekyou Sharingan, not just the basic form of it, combine with senju DNA. Whether or not you can put the EMS in a senju is debatable BUT you can definitely put senju DNA into an Uchiha with the EMS as seen with Madara.

u need senju or uzumaki DNA with sharingan in eyes to activate rinnegan

I see, i didn't know the existance of the Eternal Mangenkyou Sharingan.. guess thats why Sasuke have the bends in his eyes in the anime?
