can a water clone use jutsus?

ive been fighting a guy and he made a water clone that uses a fire teqchniqe and im not sure can a water clone use fire jutsus??:shrug:

no i think that the water and other elemental clones are like the normal clone only shadow clones can use jutsu the others are just copy of the shinobi

yes and if you read the description in clone jutsu then you will se it says that that this jutsu can be made of other elements but i still think that the clone jutsu or water clone cant use jutsus
