Bio character "rights"

My deepest apologizes if this question has been asked before. What I want to know is why when someone creates a custom bio using a character from another anime (lets use Ichigo as an example) it becomes restricted to them and if another member would like to make an Ichigo bio he/she must ask permission from the first person that created it?

I think that sounds a bit unfair. The member who made an Ichigo bio first may have decided to use him a Sharigan user for example while I am interested in making him a samurai. But since I need the first member's "permission" I am unable to do so. Sure we can pick a different character to use but I'm just curious as to why the characters become restricted to the first member.

I found myself an anime character that I would like to use in a future bio but I need to master 2 elements before I am to create it. By the time that happens I'm sure the character I want to use will be created and am worried that I won't get permission from the person who just happened to make it beforehand. Is there a way to improve on this rule?

I badly want to make an ichigo bio but I dont know who to ask..:(

Most people aren't too tight on the bio they have and will often times let you.

TPS made a thread about this before though, its an unofficial rule, more like a courtesy however its not fair to the first creator either because they thought of it. So, there isn't really a way to loosen up it. :p

@Veduto ask TPS ( the pervy sage ) he had it, i'm pretty sure he'll know :D

Well some people arent as letting go so they wont of their "special bio" I am like my sensei. Whoever wants a bio that I supposedly "own" can make it. Basically I dislike bio rights but some people need it or there would be no diversity such as like 50 Ichigos.

Make the character you want know and make it just a regular custom

then when you have mastered the elements you want, you could just update that bio and in the mean time till then you have the bio rights

I know, hence the pre-tense word "Had" as opposed to has. However logically speaking someone may have gone and asked him while he had it or afterwards regardless of his standing on bio rights :p

OT: I suggest either

A. You hope someone doesn't create it.

B. Someone who has won't mind you creating it :D

So you're saying am able to create him/her as a regular ninja and once my required jutsu are mastered I can update it to say a Storm or Rain bio?

The unwritten rule regarding that is based on respect for other members. If i make a bio with a custom character i'd hate if everyone made the same.

Because of this you need permission from the original maker. If that maker is inactive for long you ask one of RP mods that checks bios for permission to make it and he'll evaluate the situation and decide.

But if the user is active, no dice unless he gives permission.

I'm talking about a personal experience here and the person I'm talking about has barely made any progress with the basic5 when he did RP so that basicly shows he wasn't really dedicated to it anyway, yet he still won't give permission .-.

Oh, so that goes for inactivity in just RP aswell? .-. since the bio owner still visits the forum o-o I thought you meant being inactive from NB completely

He doesnt own Ichigo anymore. I have an ichigo bio but idk who owns him. There are 4 ichigo bios out there.
Pervy would say yes. I would yes as well. I can tspeak for the other people who have Ichigo bios though
