Gai can with gates open. Kakashi can counter it with kamui or even with a kage bunshin or a suiton jutsu or a doton jutsu. He can even use kawarimi also. Beeing fast is not the only way to counter Amaterasu.
That's why so far we've seen the jutsu, it has never killed even a chunin level ninja not even a samurai.

I don't know if the Raikage knows Gai. I don't even know if he knows about "gates". And even if Gai is slightly slower than Raikage that doesn't prove he can't still dodge Amaterasu. So where's your proof he can't?

What made Raikage be able to dodge Amaterasu is his speed, but to be able to dodge something you must before be able to see it. You say that Amaterasu is fast but its a slower jutsu than Kamui. If i were to think like you, i could also easily say that Kamui is too fast for Sasuke. It will be on him even before he realized that and will get himself owned. But it doesn't work like that.

As i've said Amaterasu never killed even a chunin level ninja and there is a reason behind it. It's because Amaterasu has a latency time to get launched. So good ninjas could/would remark it.
