I'm just going to re-arrange your list a bit:

1. Gaara
2. Sasuke
3. Naruto
4. Neji
5. Lee

10. Kiba (I removed Chouji because I don't like him :L)

I rated Sasuke higher than Naruto simply because when he hit his curse mark V2 prior to totally cutting ties with Konoha he would have beaten more characters with more ease than Naruto. Naruto at that point had his special situations (Gaara was a much better match for Naruto than Sasuke PURELY because of his summoning.)

I'm not sure why you had Neji so low - he's one of the strongest not totally OP characters in the series, even better when he was a gennin.

i put naruto above sasuke cuz of gamabunta lol. no one can beat naruto with the boss frog expt gaara.

imo, lee shino kankuro and evry1 else above him can beat neji

btw choji with pills is the strongest in terms of str

Anyway this whole list idea is kinda dumb IMO. The ninjas in Naruto have different fighting styles, and its possible to say person 1 can beat person 3, person 2 can beat person 1 and person 3 can beat person 2.
Simplified for the idiots who cant follow that

Now why would person 3 be able to beat person 2? He lost to person 1, who person 2 defeated. different styles YO!
