How isn't Minato's rasengan complete?

I was wondering if Minato created the Rasengan, then how wasn't it finished or perfected before Naruto had learned it? If I recall correctly Ero-Sennin had told Naruto that the Yondaime had never completed the Jutsu yet when we see Yondaime he uses it equally if not better skilled than Naruto? Thoughts on this topic without the flaming or rudimentary comments guyz.

yondaime advanced the shape manipulation to the highest rank and created rasengan but his thought was to add his chakra nature to rasengan to create a higher rank of his elemental jutsu but didn't success.

later on with the help of Kakashi Naruto was able to add his wind elemental chakra.

Minato was trying to add nature manipulation on top of its base form of chakra manipulation. AKA Rasen-Shuriken.

Could've just googled it but it was a complete rasengan but an incomplete jutsu. Minato wasn't able to add whatever his chakra nature was to it.

BUT

Naruto completed the rasengan jutsu by adding his wind chakra nature resulting in Wind Style: Rasen Shuriken.
