Hmmm. I dunno. Sasuke (as much as I dislike the guy) has a pretty good one. Lots of shape manipulation and what not. But Kakashi's is pretty good. Chidori running beast is awesome.

raikiri has better penetration and cuts better.

Raikiri is just another name for chidori, it is not an upgraded version. Kakashi changed the named to Raikiri (Lightning Blade) because he cut a blade of lightning with it.

Kakashi has the best shape manipulation with his chidori hound but Sasuke has a variety, my favorite being chidori nagashi

like if we follow your logic every raiton jutsu is a damn chidori :flaw:
the jutsu is called rising bomb because B named like that.
chidori is called chidori because basically chidori means thousand birds and the sound chidori does when activated is like birds and if we listen to raikiri it sounds like pure lighting but it is called raikiri because it is basically a lighting cutter which i believe its the translation.

If chidori and raikiri would be the same jutsu they would be on same level .
There,the databook is clear and kishi made 2 different pages for both jutsu which are from different rank.A rank for chidori and S rank for raikiri.Even if there are some similarities,chidori isn't on same level as raikiri.
