Konan Bio

Hey i was just wondering what restrictions if any there are on making a Konan Bio? I looked through the rules and info section but couldn't find anything. And also do i have to get trained for paper techniques or do i need a mods permission to get them auto?

You can make a Konan bio (one epic bio btw) at any rank. There are no restrictions on making that bio

Doubt it considering it will be decreased in power as the techniques level within the manga/anime is abit to much for our roleplay
