TRANSPLANTED SHARIGAN doesnt apply to uciha's?

i thought if you transplant someone's elses shargian via kakashi,danzo you arent able to deactivate it? does this rule apply to uciha's techniqually sasuke did transplant itachi's eye in him ? or is this plot shield for the uciha's?

the reason they cant shut it off isnt bcs its transplanted, its because it doesnt match their body so they dont have full control over it.

I think it's because their body is purely not capable of controlling it fully, where as Sasuke who has Itachi's eyes, is still capable of controlling sharingan full stop, doesn't matter the eye.
