Minato teleports, he is not faster than the raikage. Minato's ability to dodge the raikages punch was even plot because he does not have the sharingan then how did he see the raikage coming at him?

It's not plot, Minato is also an excellent sensor, the moment he felt A's chakra shift, he knew to avoid. This isn't stated in the specific manga chapter, but its implied xd

So combine Sensory, with the quickest reaction time of any ninja without a hax (sharingan), plus FTG and extremely high intellect; that pretty much proves he's the fastest and best dodger in the Narutoverse.

Also, and this isn't directed at you lol, you can make an argument about tobi, and how he only needs to "de-materialize" and he has dodged the attack. Well as stated by the manga, his jutsu is only good for 5 minutes; after that, whatever attack comes, he is gonna have to dodge with just his sharingan and base speed (I don't like using "base" in anything, but it applies here)
As with Minato, he has seals placed all around konaha, therefore if he didn't have time to throw his kunai's (which has never happened) he simply teleports back to his safe spot.

I only voted minato solely on the fact that he hasn't ever been hit. Tobi has been hit a by konans bomb attack, was forced to rip his arms off, and hit by Minato. Minato avoided the 3rd rikages attack

Tobi's intangibility comes with the price that he can't attack or do anything when he is like that. As Konan has already proved, any constant attack will beat Tobi, whereas Minato could just leave.

So tralalala. Your example of Konan's attack earlier came back to get you because Tobi was screwed during it. Izanagi was the only thing that helped him and he lost an eye doing that.

Not if whatever blew up the planet explodes for more than five minutes, than Tobi would just be prolonging his death. I've never seen a planet blow up in less than 5 minutes except in Titan AE.

The point that you are refusing to see, is that you cant run away from evverything, as much as im sure you wish you could. and when all is said and done Tobi would survive even something as catastrophic as that, at least for longer than minato would, YES if you are talking about a one strike attack minato would dodge it FASTER, but if it makes it easier to discuss, ill put it this way, this topic depends HEAVILY on what kind of attack you are talking about.

A was hit by Sasuke with a regular old chidori, now that is embarrassing. He was also kicked in the back by Minato.

Tobi has been hit by; Konan, Minato, Torune, Itachi (via the Amaterasu in Sasuke's eye), Naruto and Suigetsu. That's right, you guys forgot about that time that Tobi blocked Suigetsu's sword with his arm. (it doesn't really count I know but still he has been hit the most)
