All the dojutsu powers of the Uchiha, and their names, correlate to Japanese shinto mythology. For example, according to myth, Izanagi, and Izanami(meaning "she who invites" is a goddess of both creation and death, as well as the former wife of the god Izanagi-no-Mikoto. Izangi male-who-invites" or Izanagi-no-mikoto, and Izanami bore creation basically. Susanoo is Susanoo, the powerful storm of Summer, and in Naruto shown as a shield with tremendous power. Amaterasu is the Goddess of the sun, and sister of Susanoo, hence why they are all related. Amaterasu is shown as indistinguishable flames. And Tsukyomi is the moon God. Tsukyomi, Susanoo, and Amaterasu are all offspring of Izanami/Izanagi.

Now to get to how this all relates to my speculation of what Izanami is all about, when Itachi claimed Izanami could decide ones destiny,

I feel he meant it has the power to change reality, but rather than used on the self, it can be used to literally reconstruct the surrounding environment, and even the opponent, for losing the light, in one eye. Izanami is a light Goddess, get the connection?

no he prob uses on himself to make himself win regardless of what he wants to do. kinda like the other one can set commands and have them follow them having the user not be aware of the jutsu (i think its called amatsuzangi or something)

I doubt he uses it on himself, that is what Izanagi is for. Izanagi takes reality and turns it into illusions. Izanami, the opposite of Izanagi, most likely takes illusions and turns it into reality, meaning Itachi can create an illusion that on Kabuto and turn it into reality. This would affect the opponent, Izanagi affects oneself.

And the other thing you are talking about is Kotoamatsukami. It is not a forbidden technique, it is just Shisui's MS ability.
