No-By being willing to achieve the same goals at a certain time to avoid a crappy situation.

Either way. Better has confirmed that Bee & Hachibi are free and the seal wasn't reset.

It is never stated that BM needs the seal to be undone. Just that both need to want to achieve the same result.

I'm sure that releasing the seal helps and would certainly add some trust into the equation but as my previous link to the manga shows,you can have a sealed Beast and still attemp to go BM but if the Beast doesn't want to or doesn't like it's host,it won't cooperate.
That said,if it does decide to,theoretically the Jinchuuriki could attain BM.

So no,you don't need to free the Beast to get Beast Mode but it helps...a lot.

we're going in circles here...the manga shows that cooperation is required. Not that the seal prevents it.

I say the seal limits the attaining of Full Jinchuriki, while you say it doesn't.
You say you only need the Chakra while removing the seal gives more strength.
I say that the seal limits the Biju's cooperation and blending of the Chakra.
