You know tobi right? Yeah, you know how he is trying to cary out the moons eye plan? What if he actually doesn't want it to work? What of tobi knew that if there were to be a strong enough power, the 5 nations would be forced to work together. You see, tobi plans on losing the battle but at the same time putting up a good fight tough enough to force the nations to settle their decisions because he knows that he made peace bye pretending to destroy the world with his peace plan, the moons eye.
