When ever we here those words, X has surpassed Y shinobi we automatically conclude that said shinobi can defeat the shinobi he has said to surpass in combat, only for us to be duped or fooled by that shinobi outperforming the shinobi said to surpass him, like Naruto for example.
When Naruto is said to surpass Kakashi, we see Kakashi say he would've defeated Kakuzu, we also see Kakashi outperform Naruto when facing Pain as I believe FRS Naruto would've performed worse than Kakashi against Deva Realm , even once Naruto gained SM he struggled with Deva .
When Naruto is said to have surpass Minato, we see Minato not only save Naruto's life later on in that battle, we see Minato outperform Naruto, by defeating Tobi, and defeating the full powered kurama something I think Naruto couldn't accomplish at that time.
Even with Jiraiya, Jiraiya was said to could have won with the intel on pain, with that same intel Naruto lost to pain so to me it still implies that Naruto still couldn't defeat Jiraiya in SM even though he was said to surpass him.
In Naruto we're starting to see that Raw Power pales in comparison to experience, knowledge, and intelligence in battle, that's why despite having more Raw Power Sasuke, Naruto are still outperformed by Minato,Kakashi,Jiriyia,Itachi even though they could be considered stronger, to me Naruto didn't really outperform Kakashi until he fought pain, Naruto didn't out perform Jiraiya until he gained BM in the War.
Naruto in my eyes still hasn't outperformed Minato as of yet, just like when Sasuke defeated Danzo he outperformed Itachi that was ill, but he's yet to outperform the Edo Itachi and I think it mostly has to do with experience and battle intellect ,that's why Itachi always seems superior to Naruto/Sasuke and proves my point. Just because a shinobi has more Raw Power or has surpassed said shinobi doesn't mean they can defeat that shinobi in combat or that they will outperform them.
