i think you can use them but i'm not sure if you can modify them

Their creators probably didn't get permission from VIZ Media etc for capturing shots from the anime and cropping them.

You can freely modify them and use them for any non-commercial purpose the same way people make signatures and avatars using shots/renders from anime.


Those who made the GIFs aren't the owners, so you're fine.
