Madara is unquestionably the smartest, most devious character in all of Naruto. So why reveal his master plan to the 5 Kages? So he can alert them because he likes the challenge?
He must be doing the classic misdirection jutsu. While everyone is busy protecting the tailed beasts, he will be free to accomplish his real goal. I believe his true goal is to gain all the sharingans that are still in exsistence.
Why? As stated in the Manga, he is now a weakened version of his former self and by aquiring all the sharingans, he will somehow get back to full power.
Subtle scenes to take notice that have led me to believe this theory:
Bottom of that page Madara takes interest in Itachi's body and tells Zetsu to take it.
Now he is showing direct interest in Itachi's eyes. Remember he is the smartest guy in Naruto, able to out think the 4th. It appears as if he is offering them up to Sasuke as if he doesnt care, but I believe he knows exactly how Sasuke is going to respond before he asks the question.
Now interest in Danzo's eye. He is very upset that Danzo made it unusable. This is unnatural if this is just his side hobby. Plus what is behind him in that picture? Is it a place where he stores them all? Just speculation but who knows. It reminds me of the place they keep dead people in real life.
So is there anyone left besides Sasuke with the sharingan? The anwser is yes, Kakashi.
At the bottom of that page, Madara says "I will play with you children another time." However, that scene in the Anime has a completely different spin to it. It's actually said directly at Kakashi in the form of a threat as Madara shows him his Sharingan. Go back and find it if you aren't certain.
So my theory is Madara is going to scoop up Sasukes sharingan after he has no more use for him. Probably after he has already recieved Kakashi's.
Now to take this theory full circle and come to my final point. We have never seen Madara go on the offensive in any fight. The closest we got was to when he took on Danzo's body guards. But if you take a closer look at the fight, all Madara did was cleverly get them to harm each other, without making a single offensive maneuver. This is why he needs Sasuke. He CANT do offensive techniques. This is why he must be so circumspect and has hid in the shadows throughout the entire show. He needs the sharingans to get his power back. That is my theory.
