I agree, the the term Kage has been thrown around a lot, and associated with characters who didn't deserve it but also overrate characters who are exactly that, Kage level.

That is the one technqiue they have, which I think wouldn't be Kage level neither. As OP stated I see them as special elite guards, nothing more or less.

In my opinion thats a non-existent rank "low-Kage." their potential has been considered/established as Jounin.

I think this is debatable to an extent. Possibly every Kage level shinobi (established Kage) could take on Sasuke MS
