Yes but stealing others abilities only makes you as strong as them,not stronger. Danzo was only able to use KA once every few hours. Also,his Sharingan are limited in power as he's not Uchiha. He had KA & Izanagi.
KA wasn't as good as Shisui's but his Izanagi was very good though. He had lots of chances to use them.
He only had KA that we know of and we don't know how well he fought and used Genjutsu.

Izanagi must be in top 3 genjutsu also so he has 2 very strong genjutsus. Otherwise he is pretty weak.

It is certainly one of the best techniques but has the biggest drawbacks. Also,neither of those 2 characters have that Jutsu.

Completely irrelevant... There's a Manga link of Kirabi, a shinobi from Kumogakure, commenting about Shisui and calling him the most powerful Genjutsu user of the Uchiha Clan.
Even if we only know of 1 Genjutsu from Shisui, you don't become hailed as the most powerful Genjutsu user of the Uchiha Clan if you can only use the technique once a decade... He wouldn't even be able to prove he can actually use the technique until 10 years later, which means once he uses the technique - He has a time frame of 10 years where he has established himself as the more powerful Genjutsu user of the Uchiha Clan, with fame that spreads across the world to the point where Ao knows of him because they fought in the past and Kirabi knows of him.. Even though Shisui has been dead for 10 years.
And also, Itachi didn't even disagree with the comment or say anything which could even hint doubt.. He continued on speaking and praising his MS' ability.

It is stated in the Manga that stories often make things out to be more impressive than they are.
Either way,Shisui certainly has the most powerful Genjutsu, but it doesn't make him the best.

No, but receiving praise from Kirabi and Itachi about his Genjutsu certainly helps the cause... Especially when people are voting one of those people as the 'best Genjutsu user'

Shisui had a great technique.
Itachi has been shown to have great skill with great techniques. Based on what we've seen and what we know,Itachi should be the logical choice.
Shisui is the logical choice if you only consider hype.

itachi is the best idividual genjutsu user so far but...
shisui has the strongest genjutsu but can only use it even ten years but debateable when he has access to it he becomes stronger then itachi in the genjutsu department
then there is ma and pa there genjutsu is sound based there for harder to avoid then itachi because all u have to do it close ur eyes and itachis genjutsu is useless but then he can woop ur ass as ur not looking buuuuuut that is not part of the question is about genjutsu alone
then there is kureni she is a powerful genjutsu user and without the sharingan itachi could not avoid her genjutsu imo so even tho itachi can brake it it does not mean his genjutsu is stronger other then his tsykomi wich is the most powerful genjutsu next to shisui

Anyway i believe shisui has been surpassed by itachi. At the time he got his nickname itachi was still a kid. Believe current itachi's level of genjutsu is superior to his. Ability to cast it by pointing a finger?, believe he takes the cake. But if we were to see what shisui can do, will i change my mind, but for now ill go with the person whom has showed the most skill in it and thats itachi.
Also if i remember correctly bee said strongest genjutsu user of the uchiha, which to me clearly hints that he is talking about KA, more than actual skill in genjutsu field although i believe he was still very skillful at genjutsu
