Tsukoyomi wont work on a jinchuriki

I know tsukoyomi is instant but so is the place where the jinchuriki is because we have seeing naruto talk to nine tail during a fight that mean is instant too or other wise he is pretty much dead like when he talk to all the tails just my opinion

Correct the genjutsu is still working on the affected persons chakra (making them experience things) which the bijuu has control over. We know this.

Not at all. How many shitty talks are there in Naruto during fights? More than enough and I would say that they ain't happen in an instant. It's just a part of the plot that they can have a debate while the enemy is waiting.
