Nagato. Well! Not as the only one, but mostly the Uzumaki and Senju should be consider with the best "Chakra/Stamina". Also the Raikage's and Sannin. I guess, I agree.

Kabuto , Kisame and Madara are maybe's.

I would say Madara because he was already born with a very strong chakra and possesses Senju Hashiramas cells and the Rinnegan now.
