First of all kabuto is not a dragon. He is in sage mode. Naruto never used frogs just toads. So snake=dragon frog =toad Is wrong. Kabuto's word " I'm a dragon now " not I'm in dragon sage mode. Sasuke called him an imperfect snake like oro he replied " the perfect force of nature helped me shed my snake skin " cause he doesn't want to be compared orochimaru since he is stronger than him because he mastered sage mode.

He is in white snake Sage Mode though.

Kabuto is dragonlike at the very least, with his protruding scales and such. Also his summoning Manda is more like a dragon than snake now with it's increased size and new arms.

Maybe its a metphor for manda too. Manda 2.0 surpassed manda and is more dragon like just like kabuto surpassed oro but both the original manda and orochimaru were just snakes the new versions ( kabuto and manda 2.0) are just snakes too.lol
