I don't think it means the "Sharingan" or the Uchiha KG. I think it means the way of looking into the world.I think Itachi had a meaning that when Sasuke had the same view of the World, Konoha, as the true Itachi had, then he would appear infront of him.When he understood the will of fire, and had the power of love and sacrifise Itachi had, he would be ready to face him
I don't think he actually means the "Sharingan" and he is also not saying anything about it being special.
