Ten-Tails Natural Occurance

I've been pondering about the Ten-Tails and I just wondered if the Ten-Tails is just sentient chakra(well that's the most accepted theory) couldn't it reappear without having to merger the tailed beast back together?

No, because if it reappears every so often, it can't if it was split into 9 parts.

I really have no idea because this is my first time actually finding out that a ten-tailed beast existed in the naruto series

effectivly the beasts are the combined parts of the whole
if the are split they aren't one right?

so since the chakra already has form why would it generate again?
otherwise well end up with a ten tails and 9 beasts

I'm confused why wouldn't chakra generate again? If the Ten-Tails is a natural phenomena created through a build up of chakra becoming sentient why couldn't it happen again? Besides I doubt it matters if one has already formed since we assume its a natural occurrence.

because it still exists at the time as the 9 beasts (and the sage broke them up to break the cycle)
