people because a character can beat another doesn't make them stronger than another
example :naruto beat 3rd raikage with sm and rasengan that doesn't mean minato can beat 3rd raikage is faster than 4th raikage look how close 4th raikage got to minato.minato almost got killed the reason naruto beat 3rd raikage was because he didn't dodge using his eyes like minato does he used sm danger sensor which would only work against 3rd raikage since his as fast as minato.sm and rasengan wouldn't work against 8 tails like it would against 3rd raikage but 3rd could fight 8 tails.
this prove there can't be an exact character power list since all characters have weakness and strengths but i know minato fanboys will say minato can figure 3rd raikages weakness when all the past kages couldn't.naruto only figured it out because 8 tails battled 3rd raikage .even if minato figure it out he would need to sense raikage since 3rd raikage is fast as him so eyes dont work alone vs 3rd raikage .

don't forget jiraiya was a genin at 6 while minato was at 10
jiraiya can use needle armor and use goemon to boil the whole area
don't forget Barrier: Canopy Method Formation and his sm danger sensor
Barrier: Canopy Method Formation can be extented more than jiraiya did if u read naruto data book
first thing minato doesn't only teleport to attack he moves too sm and sensory barrier are to see where he teleport and sense when he attacks

second thing chidori penetrated 4rd raikage but rasengan shurinkin couldn't penetrate 3rd raikage its not the same
