Nagato. What's Madara going to do when he uses chibaki tensei. Also he can pretty much counter all ninjutsu from Madara with petra path(the one that absorbs ninjutsu). On top of that all his summons.

I would say EMS Madara w/ the Kyuubi, but Nagato may as well sacrifice some of his power to GM, which is incredibly powerful in its own right. I wonder how the dragons deal with a Bijuu.
