Yes you can copy and past the information from naruto wiki for a bio.

As long as you follow the official template and bio rules.

If it's a custom bio, no. If it's a cannon bio, yes. Note that cannon bios are only from Naruto, and certain cannon bios have restrictions which can be found

He isn't a special bio so you can make him when ever you want. But it would suit more if you had started water training i believe.

If you learn water, all your bios can use it. This goes for all the basics, but not kG and clan abilities like nara or uchiha stuff.

But tobirama is a well known water user and in the rp he can do all water jutsu with one handseal and doesn't need a water source. So i said it would make sense if you learnt water first.

Are you wanting to change to a different bio? If so you can just make a new one since you're allowed to have up to 2 bios, but if you're just wanting to edit your current bio that you have now then no. It's already been approved by a Rp Mod so you can not go and edit it.​

You can have one bio say you want training in wind and the other in water. It really doesn't matter because both bios well end up sharing what you have learned in the end. Since you're chunnin rank you can choose up to two elements you know.
