If you threw in a Prime Chiyo rather than Kankuro I may have found a way to give this to the Sand Siblings. Kankuro and Temari just aren't that impressive. They'd be fodder. Prime Chiyo, Kazekage Gaara, and Yondaime Kazekage would be equal to the ask, that's what I believe anyways. All 3 can seal, the Kazekage likely has contract seal as well. I think Naruto would have a hard time with these 3.
