Why can't Kakashi copy RasenShuriken? I know if he did copy it and used it, that it would do the same physical damage it initially did to naruto but can't he still copy it? At first I thought it had something to do with there not being hand signs but he can copy a regular rasengan

then what about zabuzas water dragon move? on it naruto wiki page, it says he has lightning, earth, water, and fire.

I think Naruto is the only person who can use it since when he first invented it Tusnade said he couldn't use it anymore because it damaged his arm. Kakashi probably doesn't copy that because of that reason.
I'm not sure if it's because of the elements, I think he can copy every element as long as it isn't a Kekkgai Genkai.

Yes he has 3 elements so he can copy regular chakra,earth,water and lighting jutsus at the moment.
He can also copy genjutsu and Taijutsu as well.

It's not a matter of copying the jutsu, its that so far only wind lends it self to the rasengan, but without preventive use of Sage energy or beast clock you receive damage like your target remember Naruto had a cast on His arm from using it.

He doesn't have Fire.

He used Fire in a Anime filler, never has used it in the Manga.
