So... Even though it's Storm 2 mixed with 1... your not happy with the seventy characters? Come on, seriously? They gave us much more then we needed for a game based on fighting between "Generations". New characters should have simply been;
-Flak Jacket Minato
-Obito
-Youth Kakashi
-Masked Man
-All PTS characters we have.

That's all. They have clearly told us that Storm 3 will take the War, So Snake Cape Kabuto, Raikage, Danzo, and many more were gifts. Any DLC we get that is past were the story left us, will be simple kindness.

As for the OP I'll answer this for the next game; CC2 confirmed that, in an interview posted on SaiyanIsland, Storm 3 will not be released until the Manga ends in Japan. They will be working on the game after their done with Azura's Wraith and such, they will focus on Storm 3 till the manga ends. So, as the releases of the other games, about 2-2 and 1/2 years.

I'll go ahead and assume that the PTS characters will be cut from the game (YES!!!) and be replaced with, well, you know... "War" characters.
