I think so because we still can't compare the First and Madara to nobody else and I think that with his abilities, it would be almost impossible to beat the fourth in battle he could just teleport himself or the jutsu sent against him (he did that with the Bijju Dama) I guess. Itachi is to powerful with his susanoo abilities. The rest of them I just put without thinking so much.

Now the question you ask is why is Itachi and Sasuke not on the list but Kakashi is? Cuz kakashi as of right now can one-shot kill anyone but tobi, and nobody would see it coming except Tobi, Naruto, Diedera, and maybe Nagato.
